GGAPP is a five-year drug prevention program funded by the Executive Office of the President / Office of National Drug Control Policy (ONDCP) and the Substance Abuse and Mental Health Services Administration (SAMSA). This funding stream is part of the drug free communities act of 1997 which provides these Drug Free Communities Grants to local communities. GGAPP is based upon a collaborative community coalition model.
"The coalition is a formal agreement and collaboration between groups or sectors of a community in which each group retains its identity but all agree to work together toward a common goal of building a safe, healthy, and drug free community."
The fiduciary agency and grantee agency is the Police Activities League [PAL], which manages the grant and oversees staff who assist community groups with program support and training.

The GGAPP coalition will identify key community issues and address them through the following efforts.
These efforts will help the coalition to meet the GGAPP GOALS.
This is a future community where:
To significantly reduce substance abuse among youth and adults by addressing the risk factors in the community that lead to unhealthy behaviors.
To support and increase the activities and protective factors for youth and families that promotes a healthy and drug free community.
